Landmark Contaminated Land Accomplishments:

Superfund Site: MCGUIRE AIR FORCE BASE #1 WRIGHTSTOWN, NJ Cleanup Activities Serving as Contaminated Lands Program Manager and Installation Natural Resource Manager, for the McGuire Air Force Base - Installation Restoration Program (IRP) and Natural Resource Program I managed implemented Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) contaminated land projects at this US Air Force site. I was involved with state EPA and federal EPA to review the IRP sites and eventually consolidate sites into nine Operable Units (OU's) conducted in accordance with USEPA Guidance for Conducting Remedial Investigations and Feasibility Studies under 18 CERCLA (USEPA,1988). We developed a strategy, plan and an Interagency Agreement (IAG) in which multiple contaminated sites were turned into nine Operable Units (OU's) to be managed under the Installation Restoration Program (IRP) which is a specially funded program established by the Department of Defense (DoD) to identify, investigate, and control the migration of hazardous contaminants at military and other DoD facilities.

Contaminated Land - Implementation of the Triad Approach for US Air Force Serving as Contaminated Lands Program Manager, McGuire Air Force Base, I implemented the Triad approach which facilitated a time savings of 18- 24 months and cost savings of $1.34 million. The project results allowed state and federal regulators to give conditional approval for an Interim Remedial Action Plan (IRAP) involving natural attenuation, and 12 natural attenuation monitoring wells which were installed shortly thereafter. Benefits derived by ITRC - Anticipated overall savings of $37M has been attributed to future contaminated cleanup costs at this US Air Force site.

Technical and Regulatory Guidance for the Triad Approach: A New Paradigm for Environmental Project Management (2003) As a contaminated land program manager and member of the Interstate Technology & Regulatory Council (ITRC), and member of the ITRC Sampling, Characterization & Monitoring (SCM) Team, I assisted in writing the environmental project management manual and utilised my contaminated land project ( McGuire Air Force Base C-17 Hangar Site Contaminated with Chlorinated Solvents and Hydrocarbons) as case studies for this guidance document which was then rolled out across the US and international contaminated land community.

Destruction of Nitrocellulose Using Alkaline Hydrolysis (1996) Environmental Program manager for the US Army Demilitarisation Program serving in the de-militarization activities of environmentally acceptable degradation process of energetic materials known as solid rocket propellant. Large amounts of energetic materials which had been accumulated over the years in US manufacturing and military installations, have to be dealt with in an environmentally acceptable manner. Historically, the method of choice for destruction of energetic materials was open burning or open detonation, releasing contaminants into the atmosphere. As Program Manager, I was able to work with US Army Construction Engineering Research Laboratory (CERL) and academia to develop processing, biological treatment and disposal of solid rocket propellants in an environmentally safe manner.

Strategic Communication & Public Relations Accomplishments:

Contaminated Land - Implementation and participation of a Restoration Advisory Board, or RAB, which is a forum to exchange information and discuss the environmental restoration program to the surrounding public. RABs provide a forum for two-way communication between the community and Air Force officials about environmental cleanup work on and around installations. The boards offer stakeholders access to the environmental restoration process and give members opportunities to review progress, participate in dialogue, and provide comments and advice to the installation's decision makers concerning environmental restoration matters.

Air Force Natural Resource Manager Accomplishments:

  • Assistance with the development and execution of installation Integrated Natural Resources Management Plans.
  • Advice and guidance to insure compliance with federal laws for the protection of endangered species, wetlands, and other sensitive natural resources.
  • Assistance with the development and execution of natural resources program budgets.
  • Staff assistance visits to support natural resources programs.
  • Technical assistance on projects for survey, analysis, and documentation of threatened and endangered species, wetlands, forest resources, and other field studies.
  • Management support and accounting for revenue-generating programs for forest management, agricultural outleasing, and hunting, fishing and outdoor recreation.
